Alabama

Alabama movers who carry household goods between points in the state need a certificate from the Alabama Public Service Commission. Demand comes from fast-growing Huntsville, the Birmingham suburbs, two big college towns and several military installations. Along the Gulf Coast, hurricane season and retirees moving to Baldwin County add their own rhythm.

Quick answer: do you need a state license in Alabama?

Yes. The APSC requires a certificate or permit when household goods are moved by motor vehicle for pay from one point in Alabama to another, unless state law exempts the trip. State law and APSC rules include some exemptions, such as certain trips that stay inside one city or neighboring cities, so ask the APSC before relying on one. Most movers who serve more than one town will need the certificate.

Movers in Alabama are regulated by the Alabama Public Service Commission, Motor Carrier Section (APSC). The permit is called the APSC Motor Carrier Certificate (Household Goods).

  1. Set up your business. LLCs and corporations register with the Alabama Secretary of State. Sole owners and partners file the APSC Proof of U.S. Citizenship form.
  2. Complete APSC Form 14H (Application for Motor Carrier Certificate, Household Goods). It must be signed in front of a notary and filed with the $100 filing fee by cashier's check or money order.
  3. Attach your vehicle list, a financial statement for your most recent tax year, and either a satisfactory USDOT safety rating or a written description of your safety program.
  4. Attach your tariff showing your rates, charges, rules and practices, or a power of attorney to a tariff publishing association.
  5. Have your insurance company file Form E (liability) and Form H (cargo) with the APSC.
  6. Register each truck. The APSC lists vehicle registration numbers (Form B-2) at $6 per vehicle.
  7. Mark each truck on both sides with your business name, home city, 'APSC Cert.' and your certificate number, and the APSC registration number, in letters at least 2 inches tall. APSC rules allow the certificate number to be kept inside the cab instead.

What insurance and paperwork does a Alabama mover need?

  • Liability for trucks that carry property: $100,000 for injury or death of one person, $300,000 per accident, and $50,000 for damage to others' property.
  • Cargo: at least $5,000 to cover loss of or damage to customers' goods.
  • Your insurer files proof on Form E and Form H. The APSC will not let you operate without it.

Price lists and estimates

Alabama household goods movers must file a tariff with the APSC that shows the rates, charges, rules and practices for their moving services. You can file your own or use a tariff publishing association through a power of attorney.

When you work with customers in Alabama, plan for these rules:

  • Quote and bill by the tariff you have on file with the APSC, and keep it current so your prices match what is on file.
  • The APSC rules we reviewed do not spell out a household goods estimate form, so use a written estimate and a signed bill of lading on every job and ask APSC staff what they expect to see.
  • Customers can take complaints to the APSC's Consumer Services section, so keep clean records of every move and claim.

Do Alabama movers need a USDOT number?

Alabama is one of the states that requires many intrastate carriers to have a USDOT number, and the APSC application asks for it. Get one before you apply and confirm with the APSC whether your trucks need it.

If you take jobs that cross the Alabama state line, federal rules apply on top of the state rules:

  • USDOT number: every mover that carries household goods across state lines needs one from the FMCSA.
  • Operating authority (MC number): for-hire household goods movers need FMCSA authority before taking interstate jobs.
  • Insurance on file: your insurer files proof of liability and cargo coverage with the FMCSA.
  • Process agent (BOC-3): someone in each state who can accept legal papers on your behalf.
  • Unified Carrier Registration: a yearly registration, priced by fleet size.
  • Customer paperwork: a written estimate, a bill of lading, the FMCSA booklet “Your Rights and Responsibilities When You Move” and access to an arbitration program for loss and damage claims.

The licenses and insurance guide explains each one.

What is the moving market like in Alabama?

  • Huntsville and Madison keep growing around Redstone Arsenal and the aerospace and defense jobs nearby, which brings many newcomers who need local movers.
  • Military moves are steady near Redstone Arsenal, Maxwell Air Force Base in Montgomery and Fort Novosel near Dothan.
  • Tuscaloosa and Auburn have big student moving seasons in August and May, with lots of apartment moves and small loads.
  • Mobile and Baldwin County face hurricane season, and the coast draws retirees who often need packing and downsizing help.
  • Summer heat and humidity are hard on crews and furniture. Early start times and careful wrapping are part of the job.

Most moves in Alabama happen around Birmingham, Huntsville, Montgomery, Mobile, Tuscaloosa, Auburn-Opelika and Dothan.

How do you market a moving company in Alabama?

  • Make separate pages for Huntsville, Madison, Hoover, Vestavia Hills and other suburbs. People search by town, and local town pages help you show up in each one.
  • Offer student move packages in Tuscaloosa and Auburn and promote them before the August and May rush.
  • Show your APSC certificate number on your trucks, website and estimates. It proves you are licensed, which matters to customers comparing cheap quotes.
  • Target retirees on the Gulf Coast with downsizing, packing and storage pages, and ask for reviews that mention care with family heirlooms.

State law has some exemptions for trips that stay within a city or neighboring cities, but they are narrow. Check with the APSC before you skip the certificate.
