Colorado

Colorado movers handle everything from Denver condos to cabins at the top of a steep mountain road, and a winter storm on I-70 can turn a short trip into a full day. The Colorado Public Utilities Commission requires a household goods mover permit before you move, offer or even advertise in-state moves. State law also spells out what goes in your contract, your ads and your delivery.

Quick answer: do you need a state license in Colorado?

Yes. Under C.R.S. 40-10.1-502, no one may operate, offer to operate or advertise as a mover for moves inside Colorado without a permit from the PUC. The permit is renewed every year, is tied to your business location and name, and cannot be transferred. The PUC issues it once your application is complete and your insurance is on file.

Do you need a license to move households in Colorado?

Movers in Colorado are regulated by the Colorado Public Utilities Commission (Colorado PUC). The permit is called the Household Goods Mover Permit.

  1. Register your business and pick one name. Colorado does not let a mover do business under more than one name, and your ads must use the name on the permit.
  2. Get a USDOT number if your trucks meet the commercial vehicle definition the Colorado State Patrol uses for intrastate carriers.
  3. Have your insurer file proof of vehicle liability, cargo and general liability coverage with the PUC.
  4. Apply to the PUC for a household goods mover permit and pay the annual filing fee. The PUC lists it at $332, so confirm the current amount when you apply.
  5. Keep a copy of your permit in every truck and show it to enforcement officers on request.
  6. Renew every year, and tell the PUC when you change your business name or location.

What insurance and paperwork does a Colorado mover need?

  • Vehicle liability insurance filed with the PUC on Form E or Form G. The minimum depends on your truck size, so check the exact amount with the PUC.
  • Cargo coverage of at least $10,000 for loss or damage to household goods on any one vehicle, or 60 cents per pound per article, whichever is greater, filed on Form H or Form J.
  • General liability insurance or a surety bond covering bodily injury and property damage, filed on Colorado Form GL.

Price lists and estimates

Your signed contract must include an itemized breakdown of your costs or rates and services, and the PUC says every household goods mover must give a written estimate and contract. Estimate details are in the PUC Mover Rules (the 6600 series of 4 CCR 723-6).

When you work with customers in Colorado, plan for these rules:

  • Before starting work, give the customer a signed contract with your name, phone and physical address, the move date, both addresses, where goods may be stored, an itemized breakdown of costs, at least two accepted forms of payment and your PUC permit number.
  • Before work begins, have the customer sign and date the PUC Consumer Advisement form. Keep it for three years and show it to the PUC on request.
  • Deliver the goods and place them inside the home unless the customer has not paid as the contract requires. Even then, never hold back prescription medicine, medical equipment, medical devices or goods for children.
  • If you lawfully hold goods for nonpayment, tell the customer where they are stored and how much is due within five days of a written request. A mover without a valid permit cannot enforce a carrier's lien at all.
  • If a customer disputes the charges or a loss or damage claim, you must offer binding arbitration through the Better Business Bureau process or a similar one, and accept the result if they agree.

Do Colorado movers need a USDOT number?

Yes, for commercial vehicles. The Colorado State Patrol requires a USDOT number for intrastate carriers whose trucks meet the commercial vehicle definition, and intrastate-only trucks show the number followed by "CO". Check the weight threshold for your trucks with the State Patrol.

If you take jobs that cross the Colorado state line, federal rules apply on top of the state rules:

  • USDOT number: every mover that carries household goods across state lines needs one from the FMCSA.
  • Operating authority (MC number): for-hire household goods movers need FMCSA authority before taking interstate jobs.
  • Insurance on file: your insurer files proof of liability and cargo coverage with the FMCSA.
  • Process agent (BOC-3): someone in each state who can accept legal papers on your behalf.
  • Unified Carrier Registration: a yearly registration, priced by fleet size.
  • Customer paperwork: a written estimate, a bill of lading, the FMCSA booklet “Your Rights and Responsibilities When You Move” and access to an arbitration program for loss and damage claims.

The licenses and insurance guide explains each one.

What is the moving market like in Colorado?

  • Most moves happen along the Front Range, from Fort Collins through Denver to Colorado Springs and Pueblo. Traffic on I-25 decides how many jobs fit in a day.
  • Mountain moves bring steep driveways, tight switchbacks and thin air. Crews tire faster at altitude, so plan more breaks, more water and more time.
  • From fall to spring, snow can close or slow mountain passes, and Colorado traction and chain laws apply to commercial vehicles on mountain highways. Build weather days into high-country bookings.
  • Ski towns are full of condos and second homes with HOA rules, elevator bookings and little parking. Many owners are not there on moving day, so clear communication matters.
  • Military households around Colorado Springs and students in Boulder, Fort Collins and Greeley create steady local moves, with peaks in summer and at semester changes.

Most moves in Colorado happen around Denver and Aurora, Colorado Springs, Fort Collins and Loveland, Boulder, Greeley, Pueblo, Grand Junction and Mountain resort towns (Summit County, Vail Valley, Steamboat Springs).

How do you market a moving company in Colorado?

  • Colorado law says every ad must include "CO PUC permit no." with your number, plus your physical address. Put both in your website footer, on your trucks and in every ad, and treat them as a trust badge, not fine print.
  • Build separate pages for Front Range cities and the mountain towns you serve. A family in Highlands Ranch and a condo owner in Breckenridge search differently. Our local SEO setup builds those pages for you.
  • Price mountain jobs on their own terms: drive time, altitude, weather risk and access. Our moving company pricing guide walks through it.
  • Ask for reviews after tough jobs, like a snowy move or a third-floor walk-up in Denver. Reviews that describe real Colorado conditions win trust fast.
  • Answer calls quickly in summer. Peak season is short, and customers often book the first permitted mover who calls back.
